District C in Guimaraes is a former factory space which has been transformed into hubs for science and creativity. It is at the forefront of achieving carbon neutrality as part of the NetZeroCities Pilot Programme.

With a €1M budget over two years, District C has fostered decarbonisation by addressing energy, mobility, waste, and land use emissions, while promoting behavioural change, social innovation, culture, sustainable finance and green technology.

Central to this initiative is the Citizen’s Pact for neutrality and co-creation processes, ensuring strong citizen engagement alongside local actors and stakeholders.

The project aims to drive systemic transformation in the neighbourhood. This is done through measures such as encouraging public transport use, improving energy efficiency, supporting local renewable energy production, particularly historic buildings and implementing circular economy strategies.

The outcomes will serve as a model to be replicated and scaled across the city.
