A charter on gender equality in culture and the arts

Rennes – France

Pillar 2:
Ecological transition in the field of culture

Priority 15:
Integrating gender issues and ensuring gender parity in local cultural policies

In 2022, the city of Rennes and Rennes Metropole signed a charter with the French Ministry of Culture (through the Regional Directorate for the arts and culture DRAC Bretagne) aimed at advancing gender equality in the cultural and artistic fields. This charter is the first of its kind in France.

It is structured around four pillars:

  • Promoting a culture of equality
  • Achieving professional equality
  • Addressing gender and sexual violence
  • Implementing appropriate governance

The scope of the charter covers all the cultural actors and structures in the Rennes region, including higher education institutions, festivals and fairs.

While the charter does not constitute a legally binding obligation, cultural organisations and institutions that receive funding or support from the City of Rennes or Rennes Metropole are expected to adhere to its principles.

This vision is part of a broader policy framework promoting gender equality and social responsibility in public funding for culture.

By tying public support to these values, the city and its partners encourage a shared commitment among all cultural actors in the region, reinforcing accountability and the implementation of concrete measures aligned with the charter’s goals.
