Combatting isolation through cultural expression

Nantes – France

Pillar 2:
Ecological transition in the field of culture

Priority 12:
Developing ambitious cultural projects for vulnerable groups

The City of Nantes is implementing a cultural policy strategy where residents are key players and contributors. Creating accessible opportunities for meaningful experiences, combatting isolation and enhancing the quality of life for the most vulnerable are part of the local political priorities, based on the principles of social justice.

This translates into 3 local flagship projects:

  • Carte Blanche is a cross-cutting scheme promoting equal access to cultural life through affordable prices and support for leisure activities for low-income residents. It includes a mediation network of over 67 cultural, leisure and sports operators, and 230 operators in the field of inclusion.
  • Nantes’ Accessible Season initiative helps cultural venues in the region, including museums, cinemas, and festivals improve access to cultural information for people with visual impairments. For 2024-2025, the City of Nantes, in collaboration with twenty cultural organisations, launched a series of “Culture à l’oreille” (Culture by Ear) podcasts designed for people who are blind or visually impaired.
  • The Culture & inclusive experiments project is part of Nantes’ strategy for new forms of solidarity. Coordinated by the department of culture, it relies on cross-departmental coordination between the prevention and solidarity and equality departments (across the city of Nantes and Nantes metropole).

Collaborative cultural projects enhancing access to culture are developed thanks to cooperation between cultural, social, and health sectors, promoting cultural citizenship by encouraging connection, belonging, expression, and dialogue. These projects empower individuals and communities, unlocking potential and fostering new perspectives.
