Participatory budgeting to increase young people’s engagement

Lyon Metropole – France

Pillar 2:
Ecological transition in the field of culture

Priority 16:
Increasing citizens’ participation in developing and implementing cultural policies

In 2023 the Lyon Metropole conducted a study to better understand the links between culture and youth, and identified a strong desire among young people to engage in cultural actions and access cultural spaces.

This led to the development of two key initiatives that empower young people to influence local cultural events and deepen their connection with the arts:

  • The Young Prog’ Committee invites 12 teenagers to curate and organise cultural events in collaboration with the Théâtre de la Renaissance.
  • The “À toi!” (‘up to you’) initiative is a participatory project within the Lyon Dance Biennale, involving 18 young participants in an immersive cultural journey from 2023 to 2025.

These resulted in increased youth engagement and visibility in local cultural scenes and strengthened partnerships between cultural institutions and young people.

This approach is replicable in other cities by focusing on inclusivity and collaboration with local cultural institutions, while ensuring cultural projects align with young people’s interests and realities.
