Supporting access to culture for people with special needs
Tallinn – Estonia
Pillar 2:
Ecological transition in the field of culture
Priority 12:
Developing ambitious cultural projects for vulnerable groups
Tallinn supports professional cultural projects that are developed with a specific target group in mind and in consultation with representatives of the target group or relevant experts to improve accessibility.
In 2024, Tallinn launched the first local support scheme for organisers of cultural projects tailored for individuals with special needs: physical and mental disabilities, health problems, intellectual disabilities, sensory impairments, behavioural disorders, learning difficulties, or other special needs that hinder their participation in society on an equal basis with others.
When evaluating project applications, priority is given to collaboration with the target group, incorporating expert input, and ensuring accessibility. Projects should involve communities whose specific needs are central to the creative process.
Supported projects include:
- The production ‘My Mind Got Lost Behind the Mountains…’ is intended for visually impaired children and those who do not know how these children see and perceive the world. It is a journey performance where ‘viewers-listeners-tasters-smellers-feelers’ can experience various sensations with the help of the performers.
- The participatory theatre performance ‘Everyday Circus – Circus Every Day,’ uses circus as a medium and features performers with special needs in collaboration with professional artists. The performance is mobile and accessible to people with different needs.
