Training and capacity building for sustainable city governance

Uppsala – Sweden

Pillar 1:
Ecological transition in the field of culture

Priority 9:
Training city staff and local actors on biodiversity and ecological issues

Uppsala faces the complex challenge of preparing governance model that foster collaboration and innovation necessary to address climate change, social sustainability, and urban development.

The Innovation Lab – Training for Transition(s) is an initiative from Uppsala’s long-term vision for sustainable urban transformation.

It provides a collaborative space where urban planners, cultural professionals, businesses and researchers can explore and test new models of sustainable development to be integrated into municipal planning.

The lab encourages prototyping, experimentation, and scenario-based training to address the challenges of future urban transitions and ensure that Uppsala’s growth is both adaptive and resilient.

A core aspect of this is its alignment with Uppsala’s Municipal Master Plan, which guides the city’s long-term urban development and sustainability efforts.

By fostering cross-sector collaboration and new thinking, the lab is preparing the city’s decision-makers and stakeholders to navigate future transformations effectively. Through this initiative, Uppsala is building the capacity needed for more sustainable and inclusive urban governance.

By approaching urban development as a dynamic and ongoing process rather than as a fixed outcome, Uppsala is fostering a culture of experimentation and resilience. This approach allows for continuous learning and adaptation, which is critical in the face of future challenges.

EUR 9,100: mostly dedicated to external support for developing and testing.

Funded by Uppsala municipality’s Innovation Lab’s idea grant.
